Agree with Keith, food stores. Looks like they are very light though. You should probably increase feeding to: 1. Encourage bees to continue to draw wax, 2. Build up a reserve of stores as the hive expands. Many locations not much nectar flowing right now. You need stimulation to keep hive growing and building wax. Feed as much and as fast as they will take it to get good comb drawn.
Looks like bee bread to me- a combination of pollen and nectar due to the shiny. Its hard to say for sure looking at it over the interweb. Comb is being drawn out well on plastic foundation.
